Vladimir Dubrovskiy
Vladimir Dubrovsky is a senior economist and member of the supervisory board for the Ukraine office of the Center for Social and Economic Research.
He specializes in economics and the political economy, studying restructuring, privatization, governance and corruption. He helped write a World Bank Country Economic Memorandum, and the GDN study "Understanding Reforms."
He has written several books and studies about transformation in Ukraine, including an assessment of the economic consequences of privatization, contracted by the State Property Fund of Ukraine.
Mr. Dubrovsky holds an M.A. from Moscow Institute of Physics and Technology.

Viktor Skarshevsky
Viktor Skarshevsky is chief economist for the Ukraine office of the Center for Social and Economic Research. He served as an advisor to the prime minister of Ukraine in 2001. He also led an advisory group for the vice-prime minister in 2005, and for the minister of economy in 2006.
Earlier, he participated in various economic projects for the Harvard Institute of International Development (HIID), the World Bank, and the Soros Foundation.
Mr. Skarshevsky holds a master’s degree from Moscow State Mining University.

Dmytro Boyarchuk
Dmytro Boyarchuk is executive director of the Ukraine office of the Center for Social and Economic Research, an independent non profit research and policy advisory institute. He specializes in macro-modelling and forecasting, and has extensive experience in fiscal and taxation policy issues.
Mr. Boyarchuk has participated in numerous public projects, including making recommendations for Ukrainian tax and fiscal reforms. He’s currently focused on developing a framework for fiscal stability assessment in Ukraine.
Mr. Boyarchuk holds a master’s degree in economics from the National University of Kyiv-Mohyla Academy.
