Francisco Gutiérrez
Dr. Gutiérrez was most recently President of the Central Bank of Costa Rica, where he served from November 2002 until June 2010. He also served as Minister of Finance from June 1996 to May 1998. Dr. Gutiérrez will also be returning as Professor of Economics and Finance at NICAE Business School. Dr. Gutiérrez holds a Ph.D. in Economics from the University of Pennsylvania.

Felix Delgado
Felix Delgado is the program director for Consejeros Economicos y Financieros. He was general deputy manager of the Central Bank of Costa Rica from 1986 – 1991, and its chief economist from 1982 - 1986. He served for several years as an economic advisor to the Costa Rican Banking Association, providing analyses of economic and regulatory issues on the Costa Rican banking system. As the former president of the National Board of Supervision of the Financial System for Costa Rica, Mr. Delgado was involved in defining the supervision policies for the Costa Rican financial system and the approval of regulations.
He is a professor of economics at the University of Costa Rica. He received a master’s in economics (with an emphasis on monetary and international economics) from Kansas University.
