Andrés Velasco
Andrés Velasco is GlobalSource’s local partner in Chile. He is also President and Founder of SCL Partners, an Economic consulting firm based in Santiago, and is Adjunct Professor of Public Policy at the Center for International Development at Harvard University.
Mr. Velasco previously served as Minister of Finance of Chile. During his tenure he was recognized as Latin American Finance Minister of the Year by several international publications. Prior to entering government, Mr. Velasco was Sumitomo-FASID Professor of Development and International Finance at Harvard University’s John F. Kennedy School of Government, and previously Associate Professor of Economics and Director of the Center for Latin American and Caribbean Studies at New York University. Mr. Velasco was a Research Associate of the National Bureau of Economic Research in Cambridge, Massachusetts, an International Research Fellow at the Kiel Institute for World Economics in Kiel, Germany, and President of Expansiva, a think-tank in Santiago, Chile.
Mr. Velasco holds a PhD in Economics from Columbia University and was a postdoctoral fellow in political economy at Harvard University and at the Massachusetts Institute of Technology (MIT). He received a B.A. in economics and philosophy and an M.A. in international relations from Yale University.

Eric Parrado
Eric Parrado is GlobalSource’s local partner in Chile, serving in conjunction with Andrés Velasco. He is also a co-founder of SCL Partners in Santiago and is Professor of Economics and Finance at Universidad Adolfo Ibáñez.
Dr. Parrado previously served as International Financial Coordinator at the Ministry of Finance of Chile. He oversaw Chile´s two Sovereign Wealth Funds (AUM US$22 billion), building strong institutional arrangements for the management of the funds, and was active in the design of principles of best practice for Sovereign Wealth Funds known today as the “Santiago Principles”. Mr. Parrado is an active consultant with the International Monetary Fund, the World Bank, and the Inter-American Development Bank and currently advises the governments of Mongolia, Colombia, and Nigeria on fiscal policy and implementation of Sovereign Wealth Funds (SWFs). Mr. Parrado was selected by the World Economic Forum (WEF) as one of the 2011 Young Global Leaders.
Dr. Parrado holds a Ph.D. and a M.A. in Economics from New York University, and a B.A. in Economics from the University of Chile. He has authored numerous research articles on monetary policy, international finance, and financial stability issues, and is a regular columnist of Qué Pasa magazine in Chile.

Luis Céspedes
Luis Felipe Céspedes is GlobalSource’s local partners in Chile, serving in conjunction with Andrés Velasco. He is also a co-founder of SCL Partners in Santiago and is Associate Professor at the Business School of Universidad Adolfo Ibáñez.
Dr. Céspedes previously served as Chief of Economic Research at the Central Bank of Chile. In his prior roles he was Director of Economic Policy and Chief Economic Advisor at the Ministry of Finance of Chile, and an economist at the Research Department of the Central Bank of Chile and at the International Monetary Fund. Dr. Céspedes has been Visiting Scholar at the IMF Research Department and at Rutgers University´s Economics Department, and has taught macroeconomics and international economics courses at Universidad de Chile and Universidad Católica de Chile.
Dr. Céspedes holds a Ph.D. in Economics from the New York University (NYU) and a B.A. in Economics and Business Administration from the Universidad Católica de Chile. He has written extensively on monetary, exchange rate and fiscal policy issues and on financial crises. He has published in internationally renowned academic journals such as the American Economic Review, IMF Staff Papers, International Finance and the Journal of Development Economics.

Alberto Etchegaray
Alberto Etchegaray is GlobalSource’s local partner in Chile, serving in conjunction with Andrés Velasco. Mr. Etchegaray is counselor at the law firm Avendaño & Merino Abogados, focusing on securities and regulatory law.
Mr. Etchegaray was previously Superintendent of Securities and Insurance, the most important regulatory position in Chilean capital markets, and also served as board member of Chilean Risk Rating Commission, the organization that approves securities that can be purchased by Chile´s pension funds. He is a member of the Capital Markets Advisory Council of Chile´s Finance Ministry, a body charged with proposing to the government new strategies to develop Chile´s financial market, and a founder and board member of INBEST, a non-profit organization aimed at promoting Chile´s financial markets abroad. He has also served as General Counsel at Alberto Hurtado University and Professor at the Diego Portales University School of Law.
Mr. Etchegaray holds a Master´s in Public Policy from Georgetown University, and attended law school at Diego Portales University in Santiago.
