Andres Escobar
Andrés Escobar is a partner at Econcept, and is a professor of economics at Universidad de los Andes in Bogotá. Between 2007 and June 2009, he was the Deputy Minister of National Planning, technical secretary of the National Council on Economic and Social Policy and member of the regulatory commissions on energy, telecommunications, and water supply and sanitation. He was director of the Macroeconomic Analysis Unit at the Ministry of National Planning from 2000-2002, and helped negotiate Colombia’s IMF loans. He served as main advisor to minister of economic development from 1992 – 1996, and he also was chief advisor to the CEO of Bogota’s Energy Utility, an analyst with Corporacion Financiera del Valle S.A. and Incorbank, S.A., and a researcher with Fedesarrollo. Dr. Escobar holds a Ph.D. (ABD) and an M.A. in economics from New York University, and M.A. and undergraduate degrees from the Universidad de los Andes.

Verónica Navas Ospina
Verónica Navas has been a partner of Econcept, an independent financial consulting firm based in Bogotá, since 2007.
From 2003-2006, Ms. Navas was Director of Fiscal Policy (CONFIS) at the Ministry of Finance and Public Credit. She was involved in detailed analysis of fiscal accounts for the Central Government and the Non Financial Public Sector, providing official government papers. She was a member of the Treasury Committee in charge of the Evaluation of the Central Government financing policy.
Ms. Navas worked on projects ranging from loan analysis with the IADB to tax reform with the Colombian Association of Liquor. During December 2000 and August 2001, she worked as an advisor to the Presidency Economic Councilor, on the pension system reform.
Verónica Navas holds a M.A. in Economics from the Universidad de los Andes and received a Master of Science in Economics and Public Financial Policy from the London School of Economics and Political Science.
