PANAMA
Guillermo Chapman
Guillermo Chapman is founder and president of INDESA, a forty-year old firm of economic and financial advisors and services. Mr. Chapman was Minister of Planning and Economic Policy from 1994 to 1998 (currently the Ministry of Economy and Finance) implementing modernizing economic reforms during his tenure. He was a special ambassador to the United States from 1964 to 1968, and served on the team that negotiated the Panama Canal treaty. He was also an economist at the Ministry of Public Works and an economic advisor to the President and Minister of Foreign Affairs. Earlier he worked for Citibank Panama, and for other regional and international investment banks. Mr. Chapman has taught macroeconomics and international trade at the University of Panama. Presently, he is a member of the Panama Canal Authority Board of Directors and of CLAAF, the Latin American Shadow Financial Committee. He received his B.A. in economics and his M.A. in economics and finance from Louisiana State University.

Marco Fernández
Marco A. Fernandez, in conjunction with Guillermo Chapman, serves as LatinSource’s economist in Panama. He is a senior partner of INDESA, a Panamanian consulting firm, recognized for its financial and economic expertise. Previously, Dr. Fernandez was economic advisor to the Ministry of Planning, Executive Director of the National Economic Council, and from 1982-1984, he was appointed General Manager of the National Finance Corporation. He was also General Manager of Banco DISA. Dr. Fernandez has advised local and international corporations in both the private and public sectors, for over thirty years. He specializes in macroeconomic modeling and in sector and public analysis. Currently, his research has focused on the issues of transitional problems within a newly dollarized economy. In addition Dr. Fernandez serves on the board of directors of several Panamanian Corporations, including BNP-Paribas (Panama). Since 1989, he has been Visiting Professor at INCAE Dr. Fernandez received his degree in Economics at Universidad de Los Andes in Bogotá and his Ph.D. at the University of Manitoba in Canada.
