Executive Summary This week’s release of the government’s energy reform proposal may provide a test of the electoral left in Mexico, which for over 20 years has been dominated by the Party of the Democratic Revolution (PRD). A new contender is emerging to the left of the party in the form of Andrés Manuel López Obrador’s National Renovation Movement (Morena), and is currently working to obtain the ballot status it will need to compete against the PRD.
