But Haddad believes everything will depend on President Lula's approval. The president of the Parliamentary Agribusiness Front, Pedro Lupion, reinforced criticism of the government yesterday. He said the government lacks ability politically and that the payroll tax relief and budget vetoes will be resolved by Congress. Haddad gave important messages yesterday that he will insist on a zero deficit, without limiting the budget.
