On August 4 the forum opened. Kazakhstan officially lists the Taliban as a terrorist organization, despite that the Kazakh Embassy in Kabul has remained open since the Taliban took over. 200 Afghan delegates came to Astana. Afghan-Kazakh trade is worth USD 1 billion per annum. They aim to raise it to USD 3 billion. The Kazakhs said none of the Afghan attendees were sanctioned. The Taliban's trade and industry minister attended.  Afghanistan buys oil, chemicals, metals and machine tools from Kazakhstan. The Kazakh government said it wanted to deepen trade ties. It appreciates Afghanistan's neutral status. Kazakhstan is looking to enhance cooperation on transport, logistics and energy. Afghanistan is seen as an alternative route for Central Asian energy. The last two years have shown that the Black Sea and Russia might not be secure export routes.
