Armenia appeals for Russian help as Azerbaijan attacks

On September 12 Armenia invoked its defensive alliance with Russia. There have been several exchanges of fire, and both Azerbaijan and Armenia claim to have killed enemy soldiers. Armenia says that Azerbaijan is trying to advance into internationally recognized Armenian territory. They also accused the Azerbaijanis of targeting civilian infrastructure.  Armenia is a member of the Collective Security Treaty Organization (CSTO). Russia, Armenia and four other former USSR states are members. The Armenian Prime Minister spoke to Putin, the US Secretary of State and the French President by phone. Russia had a 2,000-strong peacekeeping force in the disputed Nagorno Karabakh Region, but some of those troops were withdrawn in 2022 as Russia needed them in Ukraine. In May 2022 there were talks between Azerbaijan and Armenia in Brussels under the auspices of the EU. All were hopeful that a permanent peace would be signed. But Armenia stalled as giving away Nagorno Karabakh was unpopular with the Armenian public. The Ukraine War is a golden opportunity for Azerbaijan to take land from Armenia. Russia cannot spare the troops or equipment to help Armenia. Moscow dare not offend Azerbaijan or Turkey. Turkey is Azerbaijan's brother nation and the only NATO country not sanctioning Russia.
