Biden’s infrastructure plan and the China threat

Biden’s new infrastructure plan is a counter-strike against China’s economic growth and investment in technology. As The Wall Street Journal noted in April, “When President Biden unveiled the plan, he mentioned China six times, including this reference: 'That’s what competition between America and China and the rest of the world is all about. It’s a basic question: Can democracies still deliver for their people?'"

Is the China threat real? I would argue that China is confronting significant internal limits to funding economic growth and investing in global technology. This is not to deny that China is making gains but these may be more limited than the current discourse posits.
