BRAZIL POLITICS - Report 28 Feb 2019 by Murillo de Aragão and Cristiano Noronha

A study by Arko Advice shows that the average support for bills backed by the Jair Bolsonaro administration in the Lower House totaled 54.82% in February. Eleven nominal votes were analyzed. The study only considered votes for which the government leadership provided guidance as to whether to vote in favor or against a specific bill.

To calculate support for the government, Arko considered not only the legislators present at the session, but all 513 deputies. Absences in votes that interest the government can be seen as a way for a congressman to send a message of dissatisfaction to the Executive or to avoid taking a position on a matter that may not align with his/her constituency. When we consider only the federal representatives present in the Plenary during the votes backed by the government, the percentage rises from 54.82% to 69.24%.
