On October 1 Ukraine reached an agreement with Russia on the breakaway regions of Donbass and Luhansk. At talks in Minsk the Ukrainian delegation agreed to new elections being held in two rebel held regions and to grant special political status to these regions. The agreement is known as the Steinmeier Formula after the German politician who proposed the plan. President Zelensky emphasized that the plan requires a ceasefire the withdrawal of pro-Russian fighters before elections are held. Zelensky has been accused of being a sell out by hardliners in Ukraine. The president assured his people that special status and Donbass and Luhansk will not requite a constitutional change. There was a large protest in Kyiv against the Steinmeier Formula. Former President Poroshenko accused Zelensky of surrendering to aggression. The Steinmeier Formula will have to be passed by the Ukrainian Parliament in which Zelensky's party has a majority. It is premature to assume that the conflict is over.
