Constitutional court cancels e-declarations, undermining anti-corruption vertical

More trash has arrived from Ukrainian judicial system over the last few days. Yesterday, on October 27th, the Constitutional court canceled provision of Criminal Code, which presumes responsibility for incorrect information in e-declarations, according to media. This move effectively destroys the key pillar of anti-corruption vertical. If there is no punishment for incorrect e-declarations, spotting illegal enrichment turns overcomplicated. Reaction of the President Office to this decision was rather mild, though the President in this message promised to restore e-declarations. Still media tell about hundreds of criminal cases which have been lost due to this decision. But the Constitutional court was not the only trouble-maker of recent days. On October 26th, the notorious District Administrative Court of Kyiv (DACK) ruled to dismiss Artem Sytnyk, the Head of the National Anti-Corruption Bureau of Ukraine. The decision is subject for revision at the court of appeal but still it blasted like a bomb in media and triggered a storm of critique. This development one more time shows how problematic is Ukrainian judicial system. But the main problem is that President Volodymyr Zelenskiy does not rush to do anything with the wrongdoing of judicial system. The IMF and the EU recommend to reload High Council of Justice (HCJ) which is the body which appoints and dismisses judges. But Zelenskiy so far ignored the recommendation and over the last year and half had already submitted to the parliament two draft laws which leaves HJC untouched. As a result, we have a huge number of scandals with corrupt judges but those judges remain on place with absolute support on the side of HJC....
