COSTA RICA: Green light from Constitutional Court

​On Friday, November 23rd, the Constitutional Court (“Sala IV”) gave green light to the fiscal reform package with a unanimous 7-0 vote. The decision came after a public service workers general strike and more than one-year discussions on the project. It also came after the Supreme Court indicated that the project, approved by the Legislative Assembly by 35-22 votes in its first reading in October 5th, will affect the operation of the judicial branch and, therefore, it will have to be approved by qualified majority (38 votes). With the Constitutional Court´s decision, the fiscal project will now return to Congress for its second and final vote, for which only simple majority is needed. We think the project will become law before the end of the year.
