Executive Summary Last week Oaxacan state officials announced they were eliminating the Oaxaca State Public Education Institute (IEEPO) and creating a new body to manage public education. This is a major blow to the power of Local 22 of the National Teachers Union (SNTE), until now the strongest component of the National Teachers Coalition (CNTE), a dissident wing of the union that has continued to fight against the educational reform nationwide with an especially powerful presence not only in Oaxaca but also in the states of Chiapas, Michoacán and Guerrero.
