The Russian Parliament (Duma) is seeking to gain greater powers. Duma Chairman Vyacheslav Volodin is asking for a constitutional change to enhance checks and balances. Volodin has several other disputes to handle. He wants to offer a solution to ''Problem 2024'' what to do when Putin's current and supposedly final term expires. Volodin wishes to solidify his position among Putin's heavyweights.Putin is not keen on the idea of increasing the Duma's prerogatives. Any increase in its powers must come at the expense of the presidency. Putin said the constitution is ''a living organism'' in December. This hint at change may be foreshadowing changing the limit of 2 consecutive presidential terms.
