Electoral law update failed today

Parliament rejected to approve amendments to electoral law Volodymyr Zelenskiy proposed (proportional list instead of majoritarian vote and reduction of entry barrier down to 3% from 5% currently). The initiative was not even included to the agenda. Today it was time for Speaker of the parliament Andriy Parubiy to be harsh and critical on newly elected president.He stated that the presidential decree about early elections is illegal and it will be appealed to constitutional court. Many MPs were critical on the point that proposed amendments did not include open lists option which was seen as critical improvement for electoral system. Next session will be on May 28. MPs apparently want to show to Zelenskiy that presidential authorities are not enough to do everything he wants. Moreover, flash surveys showed that Zelenskiy will take majority of seats if party lists system returned. For old parties that will be a suicide to approve such amendments. Surprisingly that yesterday leaders of the factions were positive about potential changes to electoral legislation. MPs anticipate Zelenskiy to start negotiating terms of the deal. But for Zelenskiy scenario of MPs resistance is not bad at all. It will be just in line with people's picture of the world - good president is trying to do good things while bad establishment resists positve changes.
