Encouraging appointments, concerns on Interior Minister

New parliament started active work today. As expected, Oleksiy Honcharuk, Deputy Chief of Staff of the President Office was appointed as new Premier. Oksana Markarova kept her post of Finance Minister. Tymofiy Milovanov, Honorary President of Kyiv School of Economics, was appointed Minister of economic development, trade and agriculture (the latter on agro has just been added). Honcharuk by himself as well as other ministers of economic block are definitely a good news. All of them are pro-western and pro-liberal persons. None of them was noted in rent-seeking schemes. Probably, the IMF would be happy to keep Markarova as counterpart for the next political season. Appointment of Ruslan Ryaboshapka, another Deputy Chief of Staff of the President Office, as Chief Prosecutor is also seen as a positive signal. Anti-corruption activists treat him as professional with clean reputation. Perception of the new appointments is generally positive. I would say observers are even encouraged to see all those people in charge. However, one appointment spoiled general perception of great move ahead. Arsen Avakov, a scandalous Minister of Interior of Groysman Cabinet preserving his seat. Avakov is a person from the past involved in multiple corrupt schemes including smuggling. Rumors circulated around about a political deal between Zelenskiy and Avakov. Allegedly they agreed that Avakov protects victory of Zelenskiy from potential ‘military scenario’ that Poroshenko allegedly planned to play. And Zelenskiy keeps Avakov at political Olympus to remunerate him for this service. As we see from today’s strange appointment such a deal indeed took place.
