EU Commission recommends candidate membership for Ukraine and Moldova

On June 17 the President of the Commission made the announcement. She said that Ukrainians ''are ready to die for the European dream''. Italy, France, Germany and Romania all added their approval. Zelensky welcomed the news. The EU has never never made such a rapid recommendation for candidate status.  The backing of France and Germany was good news for Kyiv. Ukraine had expressed disappointment at their weak support for Ukraine. But on June 16, France announced it would supply six Multiple Launch Rocket Systems. Germany has been very hesitant about providing arms. It now requires all 27 EU states to approve candidate status. This will be discussed at an EU summit on July 23, 2022. It is doubtful that Hungary will agree at this stage. Even if the EU grants candidate membership it will take at least a few years to become a full member. Moldova and Ukraine would need to make major progress on corruption, judicial independence and fair elections.  In March 2022 Ukraine, Moldova and Georgia all requested immediate EU membership. Russia's war aims include preventing Ukrainian EU membership. If the EU admitted Ukraine, then Russia already would have failed.  The Kremlin has voiced its disapproval of the idea of candidate EU membership for Ukraine and Moldova.
