EU gives Ukraine EUR 4.9 billion non-military aid

On March 20 the President of the European Commission made the announcement. The money has already been released to Ukraine. The money comes from a fund established in March 2024 to pay salaries, welfare and to ensure that infrastructure is kept in a usable condition. In 2022 the EU gave Ukraine EUR 6 billion a month to pay salaries and maintain crucial infrastructure. Some EU member states became fed up with this. A tightening fiscal situation in EU as Germany slips into recession has made the EU less generous. Moreover, Ukraine has been fairly successful at continuing exports of its main product (grain) despite the end of the Black Sea Grain Initiative. Therefore, perhaps Ukraine does not need as much financial support as before. There is still discussion in the EU about using the revenues of frozen Russian assets to fund arms purchases for Ukraine. But no consensus has been reached.
