Fighting intensified in East Ukraine

On February 19 the Organization for Security Cooperation in Europe recorded 1,500 breaches of the ceasefire. That is the highest number in 2021. Fighting is fiercest in Luhansk. The Ukrainian Interior Minister dived for cover when a mortar fell within 500 meters of him. Putin said the situation is deteriorating. Refugees have been evacuated from Luhansk and Donbas to Russia. These two regions are in the hands of pro-Moscow insurgents. The neighboring Russian region has declared a state of emergency. Moscow states that 25,000 refugees have arrived. They will each be given USD 129 by Russia, said Putin. Ukraine had denied attempting to retake Donbas and Luhansk.Putin visited Belarus and met with Lukashenka, who stressed that Russian troops are there at his invitation. He said Belarus needs them because of the Ukrainian threat. There are war games in Belarus that is due to end on February 20. But will those Russian troops who arrived for war games go home soon?Russia has been test-firing hypersonic missiles. Pro-Moscow rebels have ordered a call up for reservists and cancelled all leave for their militia fighters.The Ukrainian President visited Germany on February 19. He met the German leader and the UK Prime Minister.The US Defense Secretary claimed that Russia has decided to invade Ukraine. Germany disagreed. The US has sent 4,700 troops to Poland over the past 7 days. The Baltics requested more US troops. The UK and Germany have vowed to dispatch troops to the three Baltic NATO countries.
