Fighting on Tajik-Kyrgyz Border

On September 18 Kyrgyzstan and Tajikistan stated that their joint death toll was 94 from fighting in a few days of skirmishes. There is a shaky ceasefire that was signed on September 16 at the Shanghai Cooperation Organization. The two countries have begun joint patrols. Tajikistan accused Kyrgyzstan of using Grad rockets on September 15. The fighting was in the Batken Region. 140,000 Kyrgyz people were evacuated from there. On September 18 Kyrgyzstan said that the situation was tense but that the ceasefire was holding. Both sides have agreed to withdraw some troops from the border to achieve a detente.  There has been on-and-off fighting in the Ferghana Valley for decades. Stalin drew the borders in the 1930s to try to make the breakup of the USSR impossible. There are numerous exclaves and enclaves.  Water is a very touchy issue in the region. Neither country has enough for farming and hydroelectricity. On September 14 Kyrgyzstan said that the Tajiks had used tanks and mortars in fighting. Tajikistan and Kyrgyzstan both have Russian bases. Both are CSTO members. Moscow called for a cessation in hostilities but refused to take sides.
