COSTA RICA: At last, fiscal reform

After almost two decades discussing fiscal reform in Costa Rica, yesterday, December 3, 2018, Congress finally approved the law in the second lecture, with 34 votes in favor and 17 against. The new law was sanctioned the same day by President Carlos Alvarado and Minister of Finance Rocio Aguilar. The final step for the text to become valid law is publication in the official newspaper, expected to occur today, December 4, 2018.

As we’ve mentioned repeatedly in previous reports, this initiative is very important, although still insufficient to provide a more durable solution for fiscal finance fragilities, and Minister Aguilar is clear on that. It restores confidence in politicians’ capacity to reach consensus on key challenges and take measures, even in the face of the opposition of very influential groups in the public sector.
