Flooding in Russia and Kazakhstan

On April 3 serious flooding impacted southern Russia and northern Kazakhstan. The abrupt thaw has caused snow to melt faster than usual. Tens of thousands of people have been evacuated in Russia and 86,000 in Kazakhstan. Over 10,000 houses have been flooded. Some regions have declared a state of emergency.  Kazakhstan and Russia are coordinating on disaster relief. The two presidents spoke on the phone. On April 5 a dam broke in Orsk, Russia. This caused severe flooding. 5 people have drowned. Some people have protested at the main building of the regional administration saying its response is inadequate.  Kazakhstan claims to have delivered 300 tons of humanitarian aid.
