Georgian ruling party wins election due to opposition boycott

On November 21 the Georgian Dream Party won the parliamentary election. This was the second round. The first round was in October.Opposition parties demanded that the first round be rerun due to what they said was cheating. Georgian Dream won 48% in that round to 27% for the United National Movement (an opposition coalition). The first round was for the first past the post seats.Georgian Dream was set up by Bidzine Ivanishvili who is one of the richest people in the country. The electoral system is partly proportional representation (PR). In some seats in the first round no one won over 50% of the vote. In that case there is a second round for the top two candidates. In round two Georgian Dream won all of the 17 seats available. The party will have 90 deputies in Parliament: a clear majority. No one doubts the results in the second round but they lack legitimacy because all but a few tiny opposition parties refused to run against Georgian Dream.
