The government details its Administrative Reform proposal

Today, September 3, the federal government formally submitted to Congress the Proposed Amendment to the Constitution (PEC) on Administrative Reform. The text proposes a series of changes in the rules of civil service, such as prohibiting the compulsory retirement of civil servants as a form of punishment. The government's proposal also bans promotions or career advances based exclusively on length of service, and bans more than 30 days of vacation per year. The proposal presents new types of contracts in public administration, which do not affect current employees.

The Planalto Palace believes that Administrative Reform, considered one of the main measures in the reform cycle, will improve the functioning of the public machinery by limiting expenses and increasing efficiency. The PEC needs to be analyzed and approved by the Lower House and the Federal Senate, requiring a two-thirds vote in each House in two rounds to become a legal norm and be put into force.
