Land reform in Ukraine

A bill is going through the Rada (Ukrainian Parliament) that would speed up land reform. There is a seven year minimum term for the lease of farm land. The government is trying to abolish this limit. There are restrictions on the sale of 41 million hectares. In 2001 a law was passed which banned the sale of certain farms. This makes it difficult for the owners to use land as collateral for a loan. Therefore farmers find it hard to update their technology. The land reform package is designed to fight unfair land taxes and corruption in land ownership as well as upgrade agriculture.71% of Ukraine is farm land but productivity is very low. The state owns over 25% of all land agricultural and non-agricultural. Certain vested interests like things the way they are now and resist reform.
