Lower House concludes Pension Reform vote

The Lower House on August 7 concluded voting on Pension Reform. The proposal now moves to the Senate. In the Senate, there are fewer instances for deliberation on a constitutional amendment, which makes progress of the proposal less complex and swifter. The Constitutional Amendment Proposal (PEC, in Portuguese) is only analyzed in the Constitution and Justice Committee (CCJ) before moving to the Senate floor. Unlike the Lower House, the Senate does not include discussions in a Special Committee.

In the CCJ, the deadline for a vote is thirty business days. In the committee, the amendment may receive individual amendments from members of the committee. The rapporteur’s report is then submitted for discussion and voting, with approval via a simple majority. After approval, the matter heads to the Senate floor, included on the agenda for the first round of deliberation five business days after publication of the CCJ report.
