President Sheinbaum has chosen confrontation over cooperation, refusing U.S. extradition requests for ten Sinaloa officials — including a sitting governor, senator, and mayor — and framing her decision as a defense of national sovereignty. Her position, reinforced by AMLO's public backing, reframes what are essentially criminal accountability proceedings as a foreign political offensive aimed at undermining Morena ahead of Mexico's 2027 elections. This argument is strategically convenient for Sheinbaum: acknowledging the alleged ties between her party's officials and organized crime would expose the political-criminal exchange model that has underpinned Morena's electoral dominance, and could ultimately implicate López Obrador himself.

Sheinbaum's stance places Mexico in a structurally weak position. Washington holds overwhelming leverage and has signaled it will not relent. The Trump administration appears to be proceeding deliberately, leaving Sheinbaum some room to distance herself from AMLO while maintaining steady pressure. Domestically, Sheinbaum is simultaneously maneuvering to shield Morena electorally, having pushed three constitutional reforms through an extraordinary congressional session: one adding foreign interference as grounds for electoral nullification, a second adjusting the timeline and mechanics of judicial elections, and a third creating a candidacy integrity commission within the INE. Critics across the political spectrum argue that all three reforms are designed less to address the problems they claim to solve than to concentrate power, expand executive discretion, and protect the ruling party from accountability.

The net effect is a presidency increasingly caught between external pressure it cannot easily resist and internal political forces it cannot fully control. This set of circumstances will constrain Sheinbaum's capacity to govern effectively for the remainder of her term.
