New Cabinet appointed. We are skeptical about reforms.

Today Parliament approved Volodymyr Groysman for the Prime-minister post. The new Cabinet will have six (!) vice-prime ministers. The economic block of the Cabinet was totally refreshed. Former Finance Minister Natalie Jaresko was replaced with Oleksandr Danylyuk, who was Deputy Head of the President Office till recently. Stepan Kubiv was appointed as first Vice-Prime Minister and Minister of Economy. Stepan Kubiv is the person who was the Head of the Central bank for few months before current Head of the Bank Valeria Gontareva was appointed. For the Ministry of Social Policy there was appointed Andriy Reva, a close friend of Groysman and his Deputy when Groysman was mayor of Vinnytsia city. All the people are from Poroshenko team. In fact, hardly any consider this Cabinet as pro-reformist. What is more, hardly any see this Cabinet functioning further than fall 2016. Parliament approved the Cabinet program which should protect the Cabinet for one year. However, from talks with insiders we understand that ousting the Cabinet after summer holidays is the baseline scenario for many political players. In any case, the credit of trust to this Cabinet is close to zero just from the beginning. So what should we expect from new Cabinet before new political crisis ‘scheduled’ for this fall will start unfolding. Stepan Kubiv was appointed for the Ministry of Economy just to ‘cover’ privatization process which should start in 2016. Previously, it was agreed that Vitaliy Kovalchuk, another eminence grise, will be appointed on this post to deal with privatization; however, after recent corruption scandal with Igor Kononenko it was too risky to appoint so odious person as Kovalchuk ...
