Peace in Ukraine is far from certain

On October 10 the Ukrainian Foreign Minister Vadym Prystaiko said that Ukrainian warships captured by Russia in November might be returned immediately. This would be a confidence building measure towards peace.The Steinmeier Formula has sparked large scale protests in Ukraine. President Zelensky is accused of being a sellout. With this agreement the devil is in the detail. All foreign troops are required to leave Donbass and Luhansk before elections are held in. Moscow will maintain that Russian volunteers in these areas are not foreign troops. The elections to follow could be rigged as is not uncommon in this part of the world. The constructive ambiguity that shaped the agreement may prove to be its undoing.
