President Putin Unveils Budget Policy Address for 2014-2016 - Shows Support for Minfin Policy

V. Putin officially presented yesterday the Address on a meeting with the Government, Presidential Administration, CBR and Duma leaders (http://eng.kremlin.ru/news/5581). Budget Policy Address is an official document signed by the President. It can be seen as a guide to the Government on fiscal policy in coming three years.We see the published message as a support of Minfin’s position vis-à-vis MED’s. In his speech V. Putin directly supported major Minfin’s initiatives (budget rule, budget strategy for 2030, reschedule of military arms program etc). At the same authorities reveal more and more struggle on stimulating economic growth without hiking government expenditures and stable oil prices.
