On September 12 he was in Vladivostok. He said that Russia has a new generation of weapons. The main state news agency said this alluded to lasers and ultra-sonic weapons. He said that the Ukrainian counter-offensive is failing. He claimed that Ukraine has lost 72,000 soldiers since June 2023. That is higher than the US estimate for Ukrainian military deaths since February 2022. Putin said 270,000 have volunteered for the Russian military since March 2023. Putin asked affluent Russians to come home and bring their wealth with them. There has been capital flight since 2022. He said there would be no large-scale confiscation of assets. He denounced as disloyal those who fled because they are anti-war. Notably Putin said he did not see US policies changing after the 2024 election. Many speculated that Trump will come back and end aid to Ukraine. But Putin defended Trump, saying he has been falsely accused of crimes. Putin stated that relations with Armenia have not cooled.  On September 12 the North Korean leader arrived in the Russian Far East to meet Putin.
