Putin says more nuclear tests needed

On October 6 Putin made the announcement, saying Russia must prove that its nuclear arms work properly. Russia signed a treaty banning more nuclear tests but he said Russia may withdraw from this because the US has not ratified it. He was speaking at the Valadai Club's annual meeting.  The 1996 Comprehensive Nuclear Test Ban Treaty is what he is referring to. The Russian Parliament plans to debate withdrawal later in October 2023. 178 countries out of 193 have ratified it. The US has not carried out nuclear tests since before 1996.  Putin bragged about how fast Russia's nuclear missiles are.
