Renan Calheiros Removed

The decision to remove Renan Calheiros (PMDB-AL) from the Presidency of the Senate, via injunction, made by STF (Federal Supreme Court) minister Marco Aurélio Melo, will have several consequences:

1) Uncertainty regarding the progress of the fiscal austerity effort in the Senate, especially in terms of the vote on the Federal Spending Amendment. Jorge Viana will take Renan’s place and, as he is a member of the PT (Workers’ Party), he will use the post to oppose the Temer government, creating difficulties and resistance. The government’s allies will insist on keeping the date of the 2nd round vote, claiming it was previously agreed to by party leaders.

2) Considering the nightmare this will be for the government, Temer will use all the weight of his relationship with the STF to reverse the decision. This may occur, but it would take a few days.

3) The episode is indicative of the institutional clashes in the country, as well as the irresponsibility of some actors who prefer scandal to serenity in complex times.

4) With Renan removed from the post, the chances of Congress skipping the January recess are reduced. It does not make sense to have a member of the opposition leading the voting process for votes that are so crucial for the government.
