Rubén Rocha Moya's abrupt and short-lived return to Sinaloa's governorship, followed within 33 hours by a second, indefinite leave of absence, exposed a serious rift at the top of Morena over who truly controls the movement — Claudia Sheinbaum or her predecessor's inner circle. Rocha Moya's decision to reclaim the office and its accompanying legal immunity came shortly after developments that heightened his legal vulnerability: the release of a former security official who had cooperated with U.S. prosecutors, and the arrest of a witness whose testimony could tie him to the murder of a political rival who was killed on the same day as Mayo Zambada was handed over to U.S. authorities. His attempted comeback was framed by observers, including veteran politician Ricardo Monreal, as a genuine schism rather than an isolated act of defiance, pitting AMLO and Morena's hardline faction against a president still consolidating authority.

Sheinbaum responded decisively, rapidly securing unified condemnation from Morena's governors, legislators, and allied parties, forcing Rocha Moya to back down despite his repeated refusals to resign. Her response was a swift show of political strength, but it nonetheless revealed the limits of her control, given the absence of any confirmed involvement from López Obrador and the muted, ambiguous response from Morena senators.

Ultimately, Sheinbaum chose to replace Rocha Moya with a governor drawn from his own political circle rather than pursue a more drastic dissolution of Sinaloa's state powers, leaving the underlying structures tying the local political class to organized crime largely intact in a state still gripped by cartel warfare, mass disappearances, and severe economic damage. Meanwhile, the substantive question of extradition remains unresolved: despite mobilizing her entire party against Rocha Moya, Sheinbaum has yet to authorize any serious FGR investigation or judicial action against him or the other Sinaloa officials sought by Washington, underscoring her continued balancing act between U.S. pressure, an unspoken pact of impunity for Morena officials, and the preservation of unity with AMLO.
