Russia considers peace talks with Ukraine

On September 13 Russia said it is willing to participate on peace talks about the Ukrainian Conflict. The talks would take place in Paris but no date has yet been set. However, the Kremlin set some preconditions. The warring factions would have to disengage first and special status for Donbass must be conceded. France and Germany would also be represented. The French and Germans are both pro-Ukrainian. Moscow has always maintained that this is an internal Ukrainian conflict and that Russia has never sent a single soldier into Ukraine. But the Kremlin has acknowledged that some Russian volunteers have gone to fight there of their own accord. The announcement was made by Yuri Ushakov who is a Kremlin aide. Why was it not a senior official who made this statement? Presumably if things change the Russian Government would like to stay away from any talks. If a more eminent person had made this announcement it would be embarrassing not to attend the talks. Russia would like the conflict ended and the sanctions ended. But Russia is far from desperate. If serious concessions are not offered then the conflict will continue.
