Russia unveils USD 391 billion development plan
Moscow has announced a six year development plan involving 12 national projects. USD 391 billion is to be spent upgrading transport, infrastructure, improving education and healthcare. Almost half the money will come from the Federal Government and the rest from regional governments and various other sources. In healthcare the main item is oncology. This is because there is an ageing population and cancer is an ever bigger issue. The national projects seems to prioritize a few large scale, highly ambitious projects or many smaller but more manageable ones. Such large scale plans have a reputation for running over budget and not being completed on time.
