Russian Parliament wants to recognize Donbas and Luhansk

On February 15 a vote sent a resolution to Putin suggesting that the two breakaway republics should be recognized as independent countries. If Putin were to recognize these regions as sovereign states it would exacerbate tensions with Ukraine. Donbas and Luhansk broke away from Ukraine in 2014. The Minsk Peace Agreements require that these two regions remain within Ukraine but have autonomous status.The EU lobbied against recognition.Putin's spokesman said the President has not considered the issue. Russian politicians have said that Ukraine breaks the Minsk Agreement every day. The implication is that Russia is therefore no longer bound by it.Putin said on February 16 that he wants the Ukraine Conflict solved within the parameters of the Minsk Agreement.
