Russian population declining

The Russian population has started to fall. There are more deaths than births. Despite immigration the population went down by 87 000 last year. Immigration is also falling. The government is keen to make the population grow. A maternity capital program started last year which pays a monthly allowance to low income families. Russia was battling demographics in the early post-Soviet era but managed to turn the game around by the 2010s, a laudable achievement. But a dip now is obviously bad and could be the tip of the iceberg if not reversed. Managing an ageing population with slow substitution reflects one of the government's biggest social structural challenges. Moreover, immigration from other former Soviet states is declining. Russia is facing a labor shortage.
