Local elections held in a majority of Russian federal entities demonstrate complete domination by the ruling elite. Since most opposition candidates were refused registration for the election, the incumbents faced no real competition and used the current “rally ‘round the flag” support for the government to its full extent.

Russia has chosen to gradually eliminate any connections with the West that could be supporting opposition within the country. At the current stage, the government has chosen to regulate foreign ownership of print media, which puts the most prominent business daily, Vedomosti, under threat. International educational exchanges have also been limited.

One of the country’s leading tycoons, Vladimir Yevtushenkov, faced house arrest connected to alleged oil asset privatization violations. That marks a new stage in the complicated relationship between national law enforcement and business. Business and political elite members fear the rules of the game are changing.

The Russian public has started noticing changes in product prices but remains largely confused about the reasons why. Only about one-fifth of Russians connects increasing prices to sanctions, while almost one-third has no explanation at all.
