As defined by the fiscal responsibility law, the raise has to be given by the beginning of July, 180 days before the end of President Jair Bolsonaro’s term. If the government submits the bill to Congress, public servants may mobilize in an attempt to gain a greater raise. It will therefore be a risky vote for the government. Lula had a 9% advantage over Bolsonaro in the poll from March 27 to 29 but it is now at just 5%. In the runoff simulation, the distance dropped from 12% to 9% in the same period. The Friday holiday shortened the week in Congress and there were virtually be no votes. Next week, with the Thursday holiday, parliamentary activity is also expected to be quiet.
