BRAZIL POLITICS - Report 01 Dec 2021 by Murillo de Aragão and Cristiano Noronha

Senator Fernando Bezerra is still negotiating changes to the text of the the Court-ordered payments (Precatórios) PEC to guarantee support for the proposal. The text needs at least 49 votes to be approved. The likelihood is for there to be two texts – one part will be enacted and the other will return to the House. After analysis in the CCJ, André Mendonça’s appointment to the STF will be put to a vote in the plenary. Mendonça needs an absolute majority of support to be approved in the Senate – 41 senators. The probability is that he will be approved. The trial in the STF on the sanitation framework will resume with the vote of Minister Nunes Marques. So far, only Minister Luiz Fux has voted. His vote was in favor of the law. Nunes Marques will likely follow the rapporteur's vote. The trial is expected to extend until tomorrow.
