Due to lack of a quorum, Lower House President Arthur Lira postponed the vote on the PEC on Fuels, which expands social benefits, to next week. The postponement is a defeat for the government, which wanted to resolve the matter as early as this week. But it does not change the likelihood of approval and enactment next week. On Monday Senate President Rodrigo Pacheco scheduled a session of the National Congress to analyze the remaining presidential vetoes and the Budget Guidelines Law (LDO) itself. Bolsonaro said that he will arrange to talk next week to all foreign ambassadors here in Brazil to, according to him, show what happened in the 2014 and 2018 elections.
