Twitter will not be banned in Russia

On May 18 it was announced that Twitter has done just enough to avoid being banned by Roskomnadzor (the Russian communication authority). Twitter has been slowed in Russia since March 10 because of its persistent failure to remove prohibited content. The authorities claim this is mainly about child porn, suicide and drug abuse. Twitter says that the authorities are penalizing it for allowing protest memes to be circulated.Roskomnadzor threatened to block Twitter if there was insufficient compliance. 91% of forbidden posts have been taken down but Twitter is still slowed on purpose by Roskomnadzor. If Twitter removes all banned content within 24 hours then normal speed shall be restored.
