On February 11 Ben Wallace visited Moscow to meet his Russian analogue. He repeated the warning of other Western leaders that a full scale war between Russia and Ukraine would have grave repercussions.The Russian Defense Minister Shoigu said that tensions in Eastern Europe were not due to Russia. He reiterated that Russia will not invade Ukraine. Wallace said that Russia was now able to launch a full scale invasion.Russian ships in the Black Sea have been accused of hampering Ukrainian access. On February 10 President Biden told all US citizens to leave Ukraine due to war fears. NATO has suggested a pact to Russia: limiting nuclear weapons on both sides. Moscow promised to respond to this offer forthwith. NATO flatly rejected Moscow's demand that Ukrainian membership be ruled out.Shuttle diplomacy between NATO countries has not brought a conclusion. However, keeping the diplomatic show going might lead to a gradual detente. The very fact that the meeting with Wallace took place is a good sign. Shoigu recently said relations with the UK were close to zero. Wallace said they were much better than that. Wallace suggested reviving the Minsk Accords as a mean to resolve the current impasse. NATO and Russia might be able to agree to reduce military drills and they might reanimate arms control deals.
