Ukraine admits its counter-offensive is not succeeding

On July 14 the head of the Presidential Administration said Ukraine's soldiers are not making rapid progress. Andriy Yermak acknowledged that the battles are very tough. However, he added that Western allies are not asking Ukraine to speed up. Ukraine still has not committed most of its troops to the counter-offensive and is saving its best Western-supplied equipment. The strategy seems to be to wait for a breakthrough and then use the reserves.  Ukraine needs to make tangible progress before November 2023, when the weather closes in. If Ukraine fails to make significant progress by the end of 2023 then the Western political will to sustain Ukraine may diminish. Zelensky says he shall not negotiate with Russia until it withdraws all its troops. But if the counter-offensives fails then the West might pressure him to negotiate without that precondition. On July 15 Ukraine claimed it downed 20 drones launched at Kyiv in an overnight attack.
