Ukraine and Russia negotiate exchange of prisoners

Both Ukraine and Russia have confirmed that they are negotiating an exchange of prisoners. On August 30 Ukraine stated that the negotiations are not yet complete. They are eager to secure release of 24 Ukrainian sailors arrested in November 2018. There is rumor that these sailors have been released already. That is hard to credit because Zelensky would surely trumpet such a success for him if it occurred. The talks are part of a broader reduction in tensions between the two countries. Fighting is less intense than before in eastern Ukraine. All this is hard to square with Zelensky's pledge to regain all of Ukraine's lost land.
