Ukraine calls up reserves as Russia urges its citizens to leave Ukraine

On February 23 Ukraine announced the call-up of part-time military personnel. They can be activated for up to 1 year. The State Security Council has suggested a 30-day state of emergency but it is up to the Ukrainian Parliament to decide this.President Zelensky says he still wants a diplomatic solution. He had advised all Ukrainians in Russia to leave. He is disappointed that some Western countries have withdrawn diplomats. Ukraine had suffered another denial of service attack. It impacted banks and the foreign ministry. Moscow advised all its citizens resident in Ukraine to leave the country, citing the lack of consular support available. Russia has withdrawn most of its diplomats from Ukraine.The United Kingdom said that Russia would probably invade Ukraine and seize Kyiv. Boris Johnson said the UK will furnish Ukraine with lethal aid. London announced USD 500 million in loan guarantees under the Multilateral Development Bank. The UK said that Russia has been foolish in starting this confrontation inasmuch as no other country unambiguously takes Russia's side. The UK will also prevent Russia clearing debt in USD or GBP.
