Ukraine suffers blackouts as Russia attacks facilities

On September 11 Kyiv reported that there were power cuts and water outages in much of the country. Kharkiv was severely impacted. Ukraine has made major gains in the east. Russia claims that it was withdrawing to regroup but they have had to leave behind dozens of tanks. Some Ukrainians claimed that Russia is in a rout. The Battle of Kherson continues, with no decisive breakthroughs on either side.
